Fáilte go hÉireann = Welcome to Ireland

Fáilte go Baile Átha Cliath = Welcome to Dublin.

If you're talking directly to someone or some people, then you'd also say:

'Fáilte romhat go ....' (one person) or if to more than one person 'Fáilte romhaibh go.....'

If you really want to emphisise the welcome then you could say 'céad míle fáilte....' (a hundred thousand welcomes), though you may find that a little cheesey/commercial/touristy...

"Éireann" is the genitive form in the standard. The dative "Éirinn" is required after a preposition.
