Heather, the plant, is fraoch. I've never seen it as a given name, and doubt there is any Irish equivalent in that context. I think its use as a given name is fairly modern, possibly because it took time for its connection to the word "heathen" to be forgotten.
I'm still a learner, so be sure to get input from others, especially for tattoos.

"fraoch" is the usual spelling.
"fraoich" is maybe the genitive. It's also apparently a surname. With my translations always (without exception) wait for others to confirm or correct.
