I don't know that the expression translates into Irish that well. Perhaps...
Cén áit in Ifreann ar raibh mé inné?

It translates to "Where in Hell was I yesterday?" If you want "last night," change "inné" to "aréir" Redwolf

The verb bi is one of the irregular verbs which takes an (instead of ar) in the past tense.
I'm still a learner, so be sure to get input from others, especially for tattoos.

Cén áit sa diabhal an raibh mé aréir
would be my suggestion. "sa diabhal" (in the devil) is commonly used in Irish where 'in the hell' would be used in English
Warning: Reasonable command of Irish - but I still make basic errors.
