Same reason we're more susceptible to skin cancer. Insufficient melanin.

You don't have to have red hair to have skin too fair to tan. The original Gaels had fair skin, blue eyes and BLACK hair.
FWIW, my mother in law, who is not Irish at all, has dark brown hair and fair skin, and she's had several bouts with skin cancer. But it is true that not all Irish people have skin that lacks sufficient melanin for tanning. Redwolf Níl mé anseo níos mó, a chairde. Tá IGTF caillte...tachta le fógraí. My mother has green eyes and black hair, my father has auburn hair and blue eyes. I have dark brown hair and green eyes, while my brother have light browny-red hair and blue eyes. My mothers side has black/brown hair. Ar scáth a chéile a mhairimid

I heard somewhere that one of the many problems Irish convicts had when they found themselves in Australia was the intense light - their eyes just weren't used to it. I was under the impression that red hair and freckles was a genetic feature brought to Ireland by the Vikings (Erik the Red and his merry band of slaughtering, raping warriors who raided monasteries including Skellig Michael and took large numbers of Irish women as slaves to Iceland).

i myself have a shade-off-black hair, i read of a term called 'black irish' which means irish people from early spanish stock, all my dads side are darkish, my dad would look a local in spain or italy, tho my family tree doesnt go past early 1800's monaghan, so I wonder of theirs any truth in that
