This is Scottish Gaelic:
The complete phrase is Se do bheatha dhachaidh
I guess you could say it like "shay duh VAH-uh GHAH-khee"
Irish would be "'Sé do bheatha abhaile" (poetic) or, more normally, Fáilte abhaile
