well, in America, or at least in my state, "not so shabby" means bad. Such as a sick person saying, "I'm not doing so shabby." "not too shabby" on the other hand, means good. "How you doin'?" "Not too shabby, you?" Ní bheidh Éire shaor ar síocháin choíche, agus gan an ceart, ní féidir an tsíocháin a bheith ann.
