What constitutes 'Of' in Irish is not the na -or anything else but the form of the noun which is the 'possessor'.

bád=a boat
crann=mast

Crann báid =(a) boat mast - using the genitive case of bád = báid

Scéim = project (scheme)
giofóg = gypsy

Scéim giofóige = Gypsy project

However in my view(and I'm open to correction) in Irish the tranlation is so much better if it's

Scéim na Giofóige

which equates to- The Gypsy Project- but the 'na' has more more impact in Irish -than the 'The' in English.

Anyway enough rambling-

I would suggest

Scéim na Giofóige
It's a job that's never started that takes the longest to finish.
