My best suggestion would be 'Banríon na dragain' which literally means 'Queen of Dragons'.
The word 'mistress' has not-so-good-overtones. In irish it literally translates as 'bean luí' (supine woman to put it one way) or 'máistreás' meaning schoolmarm.
I should have used it myself! I'm a huge dragon fan (hence my avatar).
