I can. Aerial support is vital to surveillance. Helicopters are the most logical and useful form of aerial support. They're armed to protect themselves, not necessarily to strafe potential terrorists (though they could, if necessary...but it would take a HUGE threat to a large number of people to make it necessary, due to the very real threat of collateral damage if they have to shoot at a threat on the ground).
Also, FWIW, your most experienced surveillance pilots are going to be military, and military helicopters ALL come armed with machine guns...at least the ones around here do. We see Coast Guard choppers patrolling all the time, and they're all armed, even though the most dangerous thing they're likely to spot is a Great White Shark.
