FWIW, no...most names CAN'T be translated into Irish. Generally the names that can be are either Irish in origin, Biblical in origin, saints names, or names that have, for one reason or another, been assigned Irish "sound-alikes" over the years. There are several links under the shamrock at left...namenerds.com is probably your best bet, as it includes a section for "problem names."

Rebecca is Ribeacá. That name has an Irish form because she is one of the Matriarchs, and the Bible was translated into Irish.
"Chad" was the name of an English bishop in the early Middle Ages. There is no Irish equivalent.
