If the scheme part is also important then maybe something like..
Scéim Gaillimh um Faire Comharsanachta. Galway Neighbourhood Watch scheme.
None of these are absolute, it really does depend on context, but I hope this helps a little bit.

I know it's a bit late to be contributing to this thread, but I agree with Iarfhlaith. I think "Pobal ar Aire" is the term in use for "neighbourhood watch" - at least in my neck of the woods.
Warning: Reasonable command of Irish - but I still make basic errors.
