If the scheme part is also important then maybe something like..

None of these are absolute, it really does depend on context, but I hope this helps a little bit.

I know it's a bit late to be contributing to this thread, but I agree with Iarfhlaith.
I think "Pobal ar Aire" is the term in use for "neighbourhood watch" - at least in my neck of the woods.
Warning: Reasonable command of Irish - but I still make basic errors.
