I don't think the ú is specifically written any more, nor are the commas, but was there ever a comma between the number and the month?

The ú is still used and there is nothing wrong with it, in the same way that 2nd and 3rd are still used in English.

I'd go with 3ú over just 3 for the same reason that I think 3 looks less stylish than 3rd in English.
