It's not Irish it's Scottish Gaelic It's a groundhog day sort of saying for The Feast of St. Bridgid with a snake instead of a rodent coming up to see if spring is here. B.T.W. There are no snakes in Ireland; thanks to the good St.Patrick. Probably one of us who speak Scottish Gaelic will come along and give you the exact translation

It took me a while to figure it out, because some of the expressions are a bit archaic, but this is the gist of it:

The snake will come out of the hole
on brown [St.] Bridget's day
even if three feet of snow
are covering the ground
